I'm 30...petite...it fits great and not frumpy BUT it is shorter than I expected. I needed to wear white tights to keep it from looking trashy, and I wore a small slip under the skirt in case the wind blew. Costumes usually seem big and frumpy on me so I went with the teen size - again, my only issue is the super-short skirt (just don't bend over!).
